What is this folder that is on my boot drive. it wasn't there last week and i haven't installed any programs since i built my PC 2 weeks ago.

When windows upgrades it sticks the old version in that folder so that you can revert if you want to. It's likely that you installed windows 10 and then installed the anniversary update

It can be removed by going to > Control Panel > System and Security > Administrative Tools > Disk Cleanup > Clean up system files > Then from the list, select "Previous Windows Installations" 

ok thanks. it is taking up 17GB of space

you can use disk cleaner to clear it out, I believe it gets deleted after 10 days.
