pc getting stuck at press del or f2 to enter bios

so,

I have had this pc for a while and decided it was time for a new case (and a water loop).

I put it all back together and at first there was no display. took one of the sticks of ram and the gpu out and I got to press del or f2 to enter bios however it will not let me get past there. I am on the onboard vga and have removed all other usb devices. I have tried 2 different know working keyboards. Im really stuck and hopping I haven't killed something...

specs:

asus p8h61-i r2.0

i5 2400

r9 290x

g650m

120gb sandisk ssd

8gb samsung ddr3 1600

My rig: r7 1700 @ 3.9/1.35v, 16gb ddr4 3200, assorted rando SSDs, hx 1050, vega 64 1650/1025

try usb keyboard, it might the PS/2 slot is broken? also, try maybe to just reset the board manually by clearing the CMOS.

im using usb. have cleared cmos 10 times now

what method did you use t clear it? 
Open up the PC and look around the board, check to make sure the capacitors aren't blown (rounded on top) on the motherboard. these are little cylinders with usually silver caps.

battery out psu off. held power button until mobo light went of.

no buldged caps

I'd try reseating all power cables, check to see if there's no silly cable management issues (twisted, pressed cables) Also, make sure to check that all of your auxiliary power cables are secured.

No strange smell coming from it either?
Do you have a multimeter?

Also, maybe try reseating your CPU.

no and yes. I am going to attempt a bios flash. I dont think it is psu related as right after I clear cmos I can get to the bios once, but when it restarts it gets stuck again

Sorry I edited my last post too late, try reseating your CPU.

Do you have a CPU cooler that has a fan attached to the CPU fan header on the motherboard? Some motherboards will

not boot up if there is nothing plugged into the CPU fan header.

last thing you could try is testing to see if the board is getting the correct power with your multimeter, but it seems like you might have a dead board
