Upgrade to windows 10 caused my cpu not to boost

Update, I enabled battery saving mode and took it off. It seemed to have work I will update you if that is the situation.

Although I am using edge right now, please don't criticize because if I open chrome my computer will lag forever.

 

Problem is that no matter how much load I put on my pc, my clock speed does not increase at all. So I just sit at 0.77 MHz just lagging. This happened after the windows 10 update so I am not sure what to do. Also the usage is never above 30%. Even if I play games or watch videos. It just never boosts and just lags. My battery is charged and everything. Idk it just seems like it is in balance mode. Maybe revert? Idk got any clues thanks.

lul edge, but ive experienced a similar problem and its usualy solved by fiddling around the advanced power settings
