so I haven't noticed this before but my fallout 4 dips very low like into the the 19 -24fps range while outside of any major city only ever goes to 48 -52 fps when in diamond city or goodneighbor. This started to happen quite recently after I added a few mods to my game but only some clothing and some command mods like non texture related ones. I think it's only in Faloout but I will have to test more games because I used MSI kombustor and it is able to hit power: 122% easily and it'll hit 99% usage like nothing but not in fallout 4. Any ideas on what's happening?

My specs:

4790k 4.4GHz

GTX 980 ti Gigabyte Xtreme

AX 860i

Asus z97 Pro Gamer

pretty much everything else I guess is standard stuff.

Poor mod programming. I would start by deleting some of the mods and seeing which one is tanking your performance.

I would also check your PC's power plan and make sure it's either on "Balanced" or "high Performance".

what OS are you using?

Well I just played a bit of Witcher 3 and noticed this, the power is very low while the usage is at full I don't quite understand what is doing this.

I think the reason your power consumption is low while your GPU is at 99% may be because that power consumption is already considering the increased power limit.

Mods often are badly optimized and may have excessive meshes, what can cause a lot of load on specific components of the GPU, making other components sit on their asses. I'm not sure on that, just a guess out of thin air.

Is your power plan on balanced? That's all you have to do.

I see that you're on Win 10. Was this problem before or after the anniversary update? If it's after, try rolling back and seeing if it helps.

I would also look if this issue occurs when you have no mods except core mods.

First off the picture I sent is from witcher 3 not modded at all and I am having issues in most of my games not even being able to hit 99% on my gpu usage please read everything.

Are you using Mod Manager or Mod Organizer? Or just doing manual installs?
