Asus xonar phoebus have noice cansellation, you can use any micro pony and have ANC. :)

is it possible to setup with software or anything else to have your own noise cancelling microphone, say if you don't want to buy noise cancelling headphones you can have microphone dedicated to filter out the noise?

There's a built in setting in windows you don't have to buy a stupid sound card to make this work.
