Get one dell r710/c2100.

Those will cost over 1000 a year in power and are missing some features(2tb hdd max, no vt-d)

As said Before, I DO NOT pay for my electricty bills and have a low budget for a server (100€)

If you're not paying for electricity and don't care about low quality hardware, go look for a Dell C1100 or CS-24. The C1100 can run better CPUs and hold more RAM than the 1950s and 2950s and is a bit quieter (with the trade-offs of being power hungry, single PSU, and IPMI instead of DRAC). The CS-24 uses the same hardware as the 1950 and 2950 but uses a little bit less power than the 1950 because it has a single PSU and IPMI instead of DRAC also. They can both be found for less than $200 USD on eBay. All 4 are extremely bad compared to a R610 or R710, but for the price the C1100 and CS-24 are better than the 1950 and 2950 unless you need the extra drive bays, DRAC, and dual PSUs.

EDIT: Also DO NOT install Server 2003 unless it is not connected to the network since 2003 was EOL'ed a few months ago.

it will have to be the 1950 for now since it comes with drives, ram and CPU's for under 50 pounds, even If I dont want it I can sell it for 150€ in Spain since servers are super expensive here.

I might play around with the 1950 until im done and upgrade to a r610, I have 800€ I made from fixing phones to spend on stuff so I will build my pc and see what I have left.

The c1100 are newer than the 1950's and 2950's.Its a dual 1366 compared to a dual 771. Id get a c2100 as there quieter and can hold more slots and drives.

Its also the same as a r610/r710

I already have a job and make around 50-100€ a week but I would rather spend that on other stuff since this server is for messing around and testing.

What are you going to be using the server for? You can rent a server with dual L5420s for pretty cheap and you'll have a nice amount of fast bandwidth, redundancy, and you don't have to worry about the cost of replacing hardware if something dies.
