I am looking for a friend to get a power supply and a graphics card that are good under 350$ Any help?

 

I would like the card to be better than a 970 

 

I would then like the power supply to be a 650 or more

That's gonna be tough, but I'd recommend a 4 or 8GB RX 480 and a Be Quiet Pure Power 9 PSU.

In some titles, not all. They trade jabs back and forth. Where the RX480 will win is in games that use Async Computing since AMD has it on the hardware level, while Nvidia does it in the software/driver level.

Why does the power supply have to be 650W if you're getting a GTX 1060? The build will realistically only consume about 300W or so.

I am not to familiar with Rosewill PSU's, I know the EVGA G2 is one of the best you can get. 

 

Here is a link to a post with a PSU Tier list, You should try and get one off Tier 1 or Tier 2. PSU's are one thing you do NOT want to skimp on as it could cause a whole host of issues.

I don't have a problem with your list, I just don't see why OP needs a 650W power supply for cards such as the RX 480 and GTX 1060.

Thats a Tier 3 PSU, but will work just fine and provide good stable power for your friends build.
