I bought a brand new EVGA GTX 950 SC two days ago. Suddenly today the card isn't boosting to the 1400 Mhz but only to 405 Mhz.

I've tried to run the card with EVGA precision x, MSI Afterburner and they all show that the card isn't hitting its boost speed. There is no problem with the power draw or temps.

I have run out of ideas on what to do....

Reboot your PC. Have you try that?

Yes, I'll even try it again right now

What's going on in afterburner? All smooth? No fluctuations? What kind of power draw are you looking at? Do your clocks drop when idle?

I say change your driver. It sounds like it's stuck in 2D performance mode.

Restarting the PC fixed it. Weird part is that turning off the PC and than back in again didn't help

Well, if and when it starts giving you issues again, consider reinstalling/updating/rollingback your drivers.

Not saying it'll solve it, but getting the basics out of the way is what allows us to slowly but surely track down the actual cause.

Yea I know but that takes time and if it's a known issue than there is usually already a faster way to fix it ;)

Restarting your computer doesn't fix what is innately wrong with it, it only reset it to a semi-functioning point. If we're talking about drivers, then I'd be inclined to say that the drivers themselves are not always the issue, but rather, the environment with which they are handled. Whether there are conflicts, corruptions, error sectors on a storage drive... There are a lot of factors.

So, for that reason, although we might be inclined to believe that such issues would be ironed out, we cannot ignore the fact that they may persist due to some other variable.

In example, today I was approached regarding a friend having issues with their wireless card connecting to the internet. That card had been working fine for the past year, and seemingly overnight, it lost it's ability to connect. The cause? A corrupted driver. Corrupted in juuust the right way, that if it's left long enough, it would stop working. Unplugging the device and reconnecting it temporarily solves the issue, but it does not solve the problem. The solution? New drivers.

I'll do a "clean install" when the next drivers come out

Try use MSI Afterburner only when oc, my clock back to normal 5-10 secs later after driver crashed(TDR). With PreX it stuck at max clock until i reboot.
