Needs more information.

1. Does it run and then black screen randomly?

2. Does it run fine until you play games and then it black screens?

3. When it black screens, is the only problem present having no visuals or does everything shutdown?

4. Was this a new build?

5. Are the parts new or used?

6. Did it always have this problem or was it recently a problem that randomly introduced itself?

7. Did you recently make changes to your computer?

Blue screens eh? Did you try setting it to Wumbo?

What do you mean by "turn it off"? Turn what off?

Some times it resets the gpu driver.

So it sometimes resets when it crashes and says "The driver crashed but has now recovered"?

I'm going to assume this is one of those the graphics card is wearing out. This is perfectly natural, you just have to redo the overclocks. When tech gets old, sometimes it takes a little more voltage to stabilize the overclock when it gets old. Try to reset the card to factory settings as it's guaranteed to run at those speeds and voltages and retune using furmark at native resolution with post fx and dynamic camera enabled. It only needs to pass 10 minutes of it running as well as having artifacts no larger than 3 pixels being okay. If it can't run furmark at those settings at stock settings, your card probably degraded due to heat and the infamous electron migration.

I have the exact same problem as you, I have an r9 390 as well and when I am watching videos or browsing the web or even using steam the computer will randomly display a black screen. There is no cursor and I have to reset the computer as well. I have a core i5 6600, z170 gaming m5, and a 650 wat rosewill 80+ gold psu, along with 8 gigs of ram. I am curios as to when the problem started occurring for you because this is a brand new build for me, only about a month old and it was working fine until a week or two ago. Thanks for any replies :)
