fps free multiplayer standalone ?

getting 10 kbps on every game of steam 

select a different download server.

In Melbourne we only have 3 servers to choose from, but I've noticed improvements from 10mbps to 15mbps just by changing from the standard 'Victoria' one to the 'Victoria (GameSpace)' one.

Then again, I get 48mbps down/up and most people in Melbourne wont get that for a while.

^ Depending on what your ping is like it might or might not be fun.

Well you also need a sufficient enough upload for it. I'm guessing if his download is that bad, his upload wouldn't be better.

Your upload speed is better than mine right now LOL. If you want to test your approximate ping to the Europe Crossfire Servers just go to http://www.pingtest.net/ and select a UK pingtest server (I'm pretty sure that's where the servers are located)

With that speed newer games can be bit laggy as they are optimized over 1mbs speeds. QuakeLive is one good, Battlefield Heroes works also (I've played it with my laptop and restricted net).

If you were wondering, WoT's installer does allow for you to resume the download, though I'm not sure there is a way to transfer the install files to another pc
