stuffing a paperclip in your power supply to test if it's still powered on is only half the work.

 

for an actually decent test you need to measure the voltages on all the pins of all the connectors of your power supply and make sure they're still within spec, or even present in the first place.

Well all it means is that it's not completely shot, it could still be mostly dead... I would test it with an old board or get a known working psu to test what you're trying to troubleshoot.
