So my budget is sub $1000 CAD no more than $1100

no but preferably under that

i will mainly be using it for gaming with  VERY LIGHT VIDEO EDITING(people typically give me like an i7 immediately because they don't read very light, i edit like a 10-20 minute project once a month)

where can i get the cheapest OS What parts do you think i could buy used to save me some money

i will be buying this during Christmas/boxing day so I can get sales so please be mindful this is just a rough estimation of what i will buy unless their are some really good deals on certain parts at another time

I am using a 212 because I want to ensure that my i5 will last for very long

I want bluetooth and wifi

what mobo should i get i want a itx mobo

also does anyone know a case similar to the bitfenix prodigy

I want it to be black, have a optical drive slot, and have handles and be itx

You could get a cheap OS from r/microsoftsoftwareswap 

Buy a used case to save some bucks. (I never found d a used mitx case myself but you could search)

Getting the 1060 is worth the $20 premium vs the cheaper 480.

thanks may wait for other options though for the gpu

because by the way nvidia is raising prices the 60 cards are typically near $200 to $250 now near $300

I may wait for the other cards from amd with their aftermarket coolers

the 1060 prices are just about right @ 250-299 USD = 327-392 CAD for the 1060s and the 8GB 480s are 300-330 CAD

You likely won't find any AIB 480s for less than 300 CAD.
