Moblile Pascal Release Date?

So I got a scholarship I might be able to use for a laptop, but I don't want to buy one and have one that is significantly more powerful, uses less energy, and at around the same price come out right after it. So I have not really been following the mobile news, is there a confirmed release date, or even a highly rumored one?
