They do, but the two CPUs are built totally different so the slightly lower Ghz, better quality core structure CPU, would be better.  If we were talking about skylake vs. Haswell-e/Broadwell-e, it would be a different story.

i want overwatch really bad and i saw videos on youtube with people playing with basically the same specs i currently have and were getting an avg fps of 90 so i should be good to get overwatch right?

Overwatch is a GPU heavy game, and the 960 is a good enough card to get 60+ FPS at reasonable settings.

yeah i play h1z1 a lot and for the most part i get 60 fps because i have to turn on v-sync and it only drops to like 50-55 when i get in cities

If budget isnt a concern, get the i7 6700/k if you want overclocking then get the "k" version, if not then get the no "k" version. That cpu will run any game, only thing that would limit your experience would then be your graphics card.
