I've used Diablotek PSUs on many builds including my personal build. No loud fan noise, coil whining, and it's been the most reliable thing in my current computer and it's not even 80+ certified.

Well than it sounds good. I haven't personally had experience with them so I wouldn't know. Have fun with your build though! I just ordered all my parts and i can't stand waiting for them haha.

Better Chipset?Isn't C222,C224 and C226 more 'tested' and validated?Cheaper motherboards,nope,You can stuff a Xeon E3 into a H81/B85 mobo.Probably get an Asus Vanguard B85 or Asus CS-B Commerical TUF motherboard(Q87) for the Xeon.Dont need something like a P9D-V or something like that.Those does not even have UEFI for some.

you have to get a motherboard that supports a xeon so you will loose some money you thought you saved

A h81 / B85/ H87 motherboard can support the Xeon,and those are definitely much cheaper than z87.So money is not lost at all.

It'll work fine however you loose things like the ability to overclock. 

aslong as its a decent chip, there wont be much need to OC

 

also, i advice the E5 chips, there the most stable for gaming on

Character artist in the Games industry.
