Im not 100% sure but i believe its for temporary files for windows and stuff, you probably dont want to touch the folder but in disk clean up theres an option to empty it.

The Temp folder is a folder for temporary files that software that you use on your computer can safely use without the worry of any permission restriction, if the software is ever ran in an enterprise environment. In addition, it is to help the user system clean and organized, by not having each software dumping its temp stuff in a folder at different locations on your system, and making it a pain to clean things up. It the the software job to clean after itself when it is closed. Sadly, for many software, that is not the case.
