I don't think that any cards that use custom coolers use reference pcbs but i could be wrong.

The 7950 950 Mhz Edition had the reference PCB.

Of course cards with reference PCBs come with custom coolers. This card has a reference PCB.

I have been researching, and looking at cards like the TF3 7950 and XFX 7950 and it seems like that the screws for the cooler are in the same place and that the PCB for the Sapphire 7950 I have listed just has a different coloured PCB.

Why not just get the reference 7950, it's also 290$ on newegg.com

It's hard to say, but I believe that the blue PCB is the reference 7950 one, while the black PCB is the reference 7970 one.
That would mean that the XFX 7950 and the Twin Frozr III 7950 use 7950 PCBs?

@Lolipop you can also look into buying at TigerDirect in for me its cheaper since i live in CA and they don't charge taxes for me
