Intel LAN stopped working I219V

So I recently installed a program called NetBalancer but didn't care for it, then uninstalled it. Now I have a problem... my Intel LAN I219V stopped working. I see an exclamation point on sys tray that says "not connected - no connections are available." Device manager has an exclamation point next to Ethernet controller. Under properties it says "The drivers for this device are not installed. (Code 28)" I tried reinstalling the Intel LAN drivers to no avail. NetBalancer is the culprit here as something happened during uninstall.

 

Anyone have a solution or ideas? Please help. Thanks.

rollback drivers?
