In The Witcher 3, even an OC'd 4690K is bottlenecking the GTX 1070. Yes, your i5 will bottleneck the 1070. Not in every game, but it will be too weak for such GPU.

 

You should get something in the range of RX 480/ GTX 1060 imo.
