With a budget like that it seems silly to only get an RX 480. I would cut down on some other parts and fit at least a GTX 1070.

Yes and no. I would trust it if you buy from a popular seller. Technically not piracy (mods pls don't ban me).

If you're buying from a "popular seller"... where do you think he is getting a large supply of cheap windows from? Microsoft doesn't offer significant bulk discounts on their OS's. Think about it.

 

And even if it "technically" somehow wasn't piracy, that doesn't mean its not illegal. People come up with the most ridiculous rationalizations for theft nowadays lol

I never said you couldn't buy bulk. I said the discount for doing so isn't significant enough. Buying bulk doesn't give you enough leeway to undercut Microsoft as much as these guys do whilst still turning a profit (or in many cases, break even).
