ATS keeps jumping while I drive?

Hello all!

 

I am currently playing ATS which runs great but it keeps jumping around when I drive. This happens is ETS2 as well. To describe this better when I drive forward for a second everything pause or for like half a second then everything is fine. Is there a way I can stop this. It is noticeable to the point where It's annoying. Does anyone else have this issue?
