every chip overclocks different so you just need to try.  and keep the temperatures under 80c

should be able to achieve 4.4 ghz easily.  If you are new to overclocking, Asus auto tune in your BIOS can probably do that for you with one click.

Not really, it depends on the chip, if he has a good one he could even OC it to 4.2-4.4 without changing the voltage. And even if he has to, it's worth it!
