Random lag/temp spikes

I went tinkering around in some settings and found a lot of them were CHANGED. Not sure what changed them or why they would change if I didn't touch them, but everything seems fine now. Boot up is still slow, but a bit better.

So I started noticing random video lag along with heat spikes that happen around the same time as the video lag.
Everything else runs normally; the audio with the video keeps going, but visuals stay stuck on one frame for half a second to around 5 seconds. 
It just started happening today (that I've noticed).

 


Things open and running: Chrome with a YT video, RealTemp 3.7, MSI afterburner (for GPU monitoring)
When looking at % usage in task manager, it only shows ~25% for the CPU. RAM doesn't seem higher than normal.

 

Probably not related, but post times have also gone up lately; Used to be ~5 seconds after pressing the button I was able to see the Gigabyte Logo, but now it takes around 15-25 seconds.


Also, all drivers /SHOULD/ be up to date. I just checked them yesterday.
