That is the problem, screen tearing occurs when you go beyond your monitor's frame rate max usually (there are other scenarios that don't apply to your situation)

huh. still does it when I turn on vsync and it is locked at 60

Well minecraft's in game vsync isn't very good unfortunately and I don't think intel has a vsync option built into it's graphic drivers in any way so I don't know how to help you. I don't really notice tearing in minecraft due to how rudimentary and angular the graphics are so I never really bother with Vsync, looks like you're kinda stuck with it unless someone else has wisdom on the subject.

doesn't really matter. dont play it that often and could just turn up settings
