Hello there,
I have just build my first custom water cooling loop, previously was BeQuiet! Pure Rock air cooler and there was maxing 78C on load at 4.5GHZ then i changed to water loop and at same clock temperatures were maxing 72C and on 4.6GHZ is maxing 79C
gpu in same loop when only CPU load is only 33C 
I want to ask if these cpu temperatures are reasonable on this overclock because I did expect to be high 50s or low 60s

Temps are fine. I have my 4690k at 4.5ghz at 1.26v and at load I am up around 70-75c so your just fine. I have a Swiftech H220 on my CPU.

I only hit 61c with my 4690k @ 4.8ghz with 1.38v so It does seem like your temps are kind of high. Maybe your block is not seated properly, try reinstalling it to see if that help. Also try using a different amount of TIM, maybe that would help to.

Though I never water cooled my 4690k, you should be fine. when my i7 was running at 4.6 ghz, it was touching 80 using aida64 and being cooled with a 360mm rad

 

It never gets that high under any kind of normal load though. GTA 5 would get it to about 65, and rendering source maps would get it to 70.

i tried to to seat it again but my water block maybe is just not cutting. i tried to do water cooling on budget i bought this water block

Hmm, those blocks don't really look like quality. You should get a better block form XSPC, EK or any other reputable brand.

Also, 240mm rad for CPU and GPU is really the bare minimum. Most people (and me too :)) will advice a 360 rad as minimum for CPU + GPU.
