Power supply is not that good, since the voltage regulation on the NEX units is pretty crap. Grab a EVGA SuperNOVA 550 G2 for about the same price.

You can grab a cheap copy of Windows 10 off the microsoftsoftwareswap subreddit. Be sure to buy off s5ean (moderator).

'Fanboyism is stupid' - someone on this forum.

Be nice to each other boys and girls. And don't cheap out on a power supply.

Spoiler

CPU: Intel Core i7 4790K - 4.5 GHz | Motherboard: ASUS MAXIMUS VII HERO | RAM: 32GB Corsair Vengeance Pro DDR3 | SSD: Samsung 850 EVO - 500GB | GPU: MSI GTX 980 Ti Gaming 6GB | PSU: EVGA SuperNOVA 650 G2 | Case: NZXT Phantom 530 | Cooling: CRYORIG R1 Ultimate | Monitor: ASUS ROG Swift PG279Q | Peripherals: Corsair Vengeance K70 and Razer DeathAdder

You have a pretty good build here but I have one recommendation and also an answer to one of your questions.

First I recommend that you buy all the parts from one or two sites, it seems that you have upwards of 8 different sites on there and that adds cost with shipping and is also an inconvenience.

My answer is the windows one, kinguin sells copies of windows 10 for $30 US, I personally bought my copy of windows here and have not had any problems. Here's the link, you will need a usb flash drive for this though and another working computer. http://www.kinguin.net/catalogsearch/result/index/?q=windows

Changed the EVGA PSU from the (not so great) NEX to the (more reliable, rated Tier 1) GQ PSU, less wattage but 650 is more than enough for your build. Also changed the SSD, this is more subjective but A-Data is cheaper and more reliable than PNY. As for a cheap copy of Windows, that's more complex as often the only legitimate way is the $80 way, but you can always (if you don't care) try and pirate (I don't condone this, don't think it's good), or try subreddits such as /r/microsoftsoftwareswap.

Parts from Newegg and Amazon. Would suggest wait a little longer for the GTX 1060 or buy it after the build. Also some sweet TridentZ ram for a few more bucks.

Is there a 4x4 model of them that's cheap also because if one of them break ill have 12gb instead of 8gb

I would trade significantly faster Mhz over a small chance of 1 stick failing + the 4x4 models are probably way more expensive.

Plenty of time to switch to a 1060 by then.

I urge you to go for EVGA P2/G2 550-650W psu for the same or lower price. Also for $10-15 more you can get better cases like Enthoo Pro M, S340, Enthoo LUXE or Define S.

There's a Red/Black version of the S340 and the Enthoo Eclipse P400 has LED underglow lights you can set to red/blue/green/etc.

Look up reviews of each case and decide if you want to switch.

I personally would go for the S340 cuz of the matte finish and has a PSU shroud, although you'll have 1 less fan compared to the 230t and no place to put an optical drive.

For a first time builder I don't think overclocking is really that vital, yeah you can squeeze 5-10% more performance out of your cpu but it's costing up to $100 more.

So I decided to go with this instead, same black/red theme:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6600 3.3GHz Quad-Core Processor  ($215.99 @ SuperBiiz)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler  ($19.99 @ Newegg)
Motherboard: Gigabyte GA-H170-GAMING 3 ATX LGA1151 Motherboard  ($99.99 @ Amazon)
Memory: Corsair Vengeance LPX 16GB (2 x 8GB) DDR4-2400 Memory  ($68.88 @ OutletPC)
Storage: PNY CS1311 480GB 2.5" Solid State Drive  ($113.99 @ Amazon)
Storage: Seagate Barracuda 2TB 3.5" 7200RPM Internal Hard Drive  ($60.00 @ Amazon)
Case: NZXT S340 (Black/Red) ATX Mid Tower Case  ($66.99 @ SuperBiiz)
Power Supply: EVGA SuperNOVA G2 550W 80+ Gold Certified Fully-Modular ATX Power Supply  ($70.98 @ Newegg)
Other: Nvidia Geforce GTX 1060 ($270.00)
Total: $986.81

That ~$100 was allocated to 480GB SSD + 2TB HDD or disregard the changes and have around just $930 Total. The 4 stick rams are unnecessary, please stick to 2. I also switched them to low profile ones, same red color, to avoid any clearance issues with the cpu cooler.
