Skyrim crashes on startup

Ah, I see. But the only things that show up are DLCs that I don't have that are missing so can I not use those mods?

If the mods list that you need the DLC esp files and you don't have them then you either need to get the DLC or you need the DLC-less mod versions. Most mods have a  DLC-less version which allow usage without dlc but these days a lot of modders assume you have DLC

Use the program LOOT, it will automatically sort your plugins list when you run it.

Did you unsubscribe from the steam workshop mods you had?

Since you're switching from steam workshop to another method of modding Skyrim, please consider using Mod Organizer instead of NMM, more people will be able to help you with issues if you do since it is vastly more popular with active skyrim mod users.
