They can as long as you have the unit correctly oriented so that the inlet of the pump is always below the waterline so it never runs dry. However I wouldn't recommend bay units as they tend to readily transfer vibration and noise into the chassis.

I'd also add that bay reservoirs have more points of failure than a tube res... and a tube res is easier to mount in random places (especially considering your need to mount a bay res sideways).

What's wrong with rad + res combo?

That seems by far the best idea for water cooling :)

I can vouch for the noise transfer. Got a dual DDC bay reservoir which already start making noise when running at >30% PWM :|
