I would recommend the 2nd system as that bump up to a i7 is defiantly worth it and there isnt much difference between ddr3  and 4...

Don't get a pre built. Building your own is cheaper and allowed a for much higher species systems. Also, it's easier than you think.

No, sadly it doesn't work as though you can add all the numbers together and get the performance of a pc... The difference between ddr3 and ddr4 is pretty much 0 for most things like gaming... But the difference between a i3 and a i7 is massive, since you have in many ways over double the computational power for cpu related things.

it's really hard to get a market price hardware at my local , most of them are like 40% overprice and Im in Asia , shipping from Amazon or Ebay cost like 40-89$.

what if the system(1) replace with i5-6500 and GTX950 instead ?

Then it would probably depend on how much money you wanted to spend... I would personally go with the 2nd still since it has a more powerful gpu which would make the biggest difference with the better cpu as a bonus

This is the monitor I'm planning on getting soon, not sure what price it is for you though...

I would recommend always trying to go for IPS since the panel does colors better...

They all look decent, its more of a personal choice... I like the look of the asus, dell and aoc but that's mainly because they don't have a very large bezel... I would just pick the cheapest one of the lot that looks the nicest to you :) A few things to look at is the response rate (Though all of those seem to be under 10ms so their basically all the same) and the screen finish, (glossy/matte) I personally like the matte finish over glossy but again it comes down to personal preference :) Just pick the one that you like the most
