The question is quite straightforward. Do I NEED a G-Sync/FreeSync monitor to have a smooth gaming experience? As of now I mostly play RPGs and Some FPS games such as Battlefield and Overwatch. As I tend to favor RPGs, I prefer IPS panels for better color representation. So I'm happy with a 5ms, 60Hz IPS panel of a good quality ( I do not mind losing a bit of competitive edge on the few FPS games that I do play). But this screen tearing and stuttering issue that people keep mentioning really bothers me. Is it a such a huge issue? I'll be purchasing a gtx 1070 (An aftermarket version) with an i7 6700k  for my 1080p60 gaming.

For the most part no. It's only if your in game framerate exceeds the refreshrate of the your monitor.

for example: If I'm running GTA V at 90fps and I have a 60Hz monitor then it might show some unpleasant looking visuals for a split second or two.

To counter this, you can easily increase the settings of the game so that the game plays at the same framerate as your refresh rate.

Judge a product on its own merits AND the company that made it.

So let's say after 2 years or so if my frame rate drops below 60 fps, I won't notice tearing then?

Tearing will happen in almost every situation unless you are locked TIGHTLY at specific fps'es. Without vsync or fram-matching-monitor, you WILL have tearing.
