Will windows allow me to do this?

Only thing that might give you trouble is if it's an OEM key and you go to replace CPU/Motherboard, then you may have to purchase a new license.

of course you can replace your hard drive

Only motherboard though. Changing CPU on same mobo is same as changing GPU or adding RAM.
