I wanna upgrade my graphic card and I'm stuck with low budget like 250$ so I can get a GTX 960 4GDDR5 or should I make more money and buy a GTX 970 ( I have an alienware x51 r2 so the GTX 970 is the highest thin I can get is it true ?? )

wait for the RX-480 comes out tomorrow on 29th, and should be between 200 and 250 sporting gtx 970 performance or better with 4 and 8gb of vram

Is the 480 supposed to be good? I am a nvidia 970 GTX User, but I am looking for 4k Gaming. I may do a cross fire.

The RX 480 will be at least as good as a GTX 970, probably notably better with overclocking, and will cost less than $250. Newegg's price for them is $239:

 

Better to wait for partner boards with aftermarket coolers, though, like nosirrah123 said.
