CPU: I5-3450 3.10 Ghz

Motherboard: P8h77-M Pro

GPU: R9 280x Vapor-X

PSU: 750W Thermaltake

RAM: 8GB HyperX 1833 Mhz 

 

I want to upgrade my rig, i have a 300-500€ budget what do you guys think i should upgrade?

I mainly play csgo and overwatch but like to play game with as many fps as possible

And how is the RX 480 compared to GTX 1070?

How is this an upgrade?
a newer core i5 that operates 100mhz faster is a waste. 
 

his current i5 can easily push games without a problem, newer games will be more bottlenecked by the gpu

in csgo some maps instead of 280 fps i get 220 and i cant run overwatch on max settings is this gpu only related?

why does 280fps matter to you
When did you get 280fps? 
 and When did it drop to 220fps? 
Are you telling me you can physically tell the difference between 280fps and 220fps?

Next time you play overwatch, look the gpu usage and gpu memory usage
most probably it is using up all of your gpu memory therefore not allowing you to increase the video settings
