hey everyone i am looking to get a usb sound card like the fiio that linus unbboxed last week i am looking to use it on 2 pc's so i need usb my budget is around 80usd so any suggestions would be great if anyone knows of a better one.

Grab the Fiio E10, you can buy it from buydig for roughly $50. There's not much better for the price.
