csgo CPU usage normal?

Hi,

 

i got an i5 6600 and in csgo usage gets up to 85% - i'm running everything on low and play in 4:3 streched. Temps are high 40s. 

GPU is the Strix 970.

Is it usual?

Yes. Your CPU is actually bottlenecking in that case as CS:GO barely touches the GPU but abuses the CPU

well.. with my last PC (i think i had a i5 2320) i was able to get perma 300FPS stable. now i can barely hold 150fps.. is this any kind of maxwell low energy mode bullshit? .. already turned everything on Full Power usage in NVIDIA settings.

No - this might be a power-starved 970 or an overheating 970 or a crap driver. Try 361.75

i am having my 970 for a damn long time now.... i tried dozen of drivers, my GPU always stays around 60°C and i can play games like witcher 3 without any problems.

i had a weird thing with my CPU some weeks ago.. i googled a bit and it turns out its called CPU Whining.. i turned off ALL my C-states and now this crackling is gone. It cant be a "defective" CPU, can it?
