Hi.
First time posting here.
I follow the youtube channel for some time and i thing this is the right place to ask for some help.

This are my current specs:
Phenom II x4 965 BE (stock)
Asrock 960GM-GS3 FX

Corsair 4Gb DDR3 1333Mhz
MSI HD 7850 OC 1Gb

WD Green 500Gb
OCZ CoreXStream 500W

I used to have a Sapphire HD 7770 Ghz Edition 1Gb.
With the hd 7770 i had:
Dirt 3
Average: 90fps
Minimum: 75fps

Now, with the HD 7850 i get:
Dirt 3
Average: 70's fps
Minumum 60's fps

This playing at 1080p, CPU and RAM never maxout playing.
CPU Temp: 48ºc max
GPU Temp: 56ºc max

This kind of results is different across the games i have tested, some get a little better, some stay the say.

What do you think can be happening here? I even tryed a clean OS install...

Bottleneck? Motherboard? PSU?

Is it safe to raise the power limit?

I had a similar problem with my set-up. . Is your gpu running at 90-100% because in my case I had a  Phenom II x3 and it wasn't running at full utilization (both the cpu and gpu) swapped it out with an FX6300 and boom more than 20 fps increase and my gpu would start hitting 90-100% utilization. It could also be your green drive or even the fact that after 70 fps on older games the gpu for lack of a better explanation says this is enough.

My GPU maxout during gaming, but the CPU dosen't, so i don't know if there can be a bottleneck...

My CCC only lets me reach 20%.

I tryed 10% and the fps are the same...

I belive this must be Bottleneck, MotherBoard or PSU....

Try downloading MSI Afterburner program.

That is really odd. I am not to familiar with Dirt 3 but from the sound of it its not a cpu bottleneck. I do have to ask if there is a more modern title to compare on such as Tomb Raider or other fairly new game. Because barring your green drive or higher settings I don't really know why your card isn't performing other than its a 2 year old game.

So, i tested Far Cry 3 and i noticed that i can play it better than with my old HD 7770 GHZ.
Maybe it's only a problem with Dirt 3.
I will try to get another more powerful PSU to test that too.

I am thinking about buying a new Motherboard when i have the money.
From these 2 wich would you choose and why:

http://www.moddingworld.pt/loja/socket-am3/12609-msi-970a-g46--4719072251192.html

I would go for the MSI, it's more expensive but has 8 PINS CPU Power, and the Biostar only has 4 PINS

EDIT:
I made a better search and i rather pay a bit more but get a decent board capable of OC.

For now i just what to know if some one has a clue if this performance issue is normal and if a new board will help.

a new board wont give you a noticeable performance increase however a cpu will ,get something like FX63xx or FX83xx if you just wanna upgrade your cpu without getting a board just yet

I bought this CPU at the start of the year, so buying another one is out of question.

Oc'ed my Phenom II x4 965 BE from 3.4Ghz to 3.6Ghz and the fps are exactly the same on Dirt3. If it was a bottleneck i belive the FPS should have increased at least a little bit with the OC.

Only thing left to test is using a more powerful PSU, but i can only get my hands on one during the weekend...

OC'ing the CPU draws more power from the PSU, so i think that during the gameplay with OC the GPU would have even less power to use and FPS would decrease.

I am starting to belive that the FPS i get in games are actualy the "normal" i should get from this HD 7850...

So, my current board doesn't even support amd's fx series...
Even if i could buy a new cpu, i would also have to upgrade my motherboard.

I am thinking about buying this motherboard:http://moddingworld.pt/loja/index.php?id_product=22336&controller=product
I will be able to overclock my phenom to 4ghz, and later on upgrade to a fx 6300 or fx6350.

What do you think?

I think that is good motherboard. http://www.asus.com/Motherboards/M5A97_R20/#specifications

However, i doubt that will give you FPS increase. You should not be CPU limited for Dirt 3.

Also, i suspect you tested with different settings, since there is no chance on this planet that Dirt 3 will push out 90FPS on avg. with HD 7770 maxed at 1080p. ~40FPS is more realistic number (and inflated in my opinion):
