GPU tweak keeps downclocking my GPU

I tried uninstalling and reinstalling, but now any time I change the clock speeds (even with the preset clocks) it downclocks my gpu like crazy. I've tried safe mode on my gpu, nvflash, and everything. EVGA precision lets me clock it just fine so its gotta be a software issue.

Not even 40c.

the software is clocking it lower than stock speeds.
