So i have my i7 4970k (Using the stock cooler and stock pasta) at 38 C while im just on desktop or surfing the internet but when i play The division i reaches 80-83

Is this a problem? Do i just make the fan go 100% all the time i play?

note: when i was installing the stock heatsink i had to take it off and put it on again without removing and putting new paste on.

overcloked? Ambient temperature? The desktop temp seems normal and you have to remember that the temp will be with in a certain accuracy so it may be lower or higher then what you are seeing. It could be that the thermal paste needs redoing or that the air flow in your case is insufficient. Other components in your rig may also be affecting your CPU temps, like a internal exhaust GPU or hard drives running hot in the front of your case. I would:

1- redo the thermal paste

2- add more case fans

3- Get a new CPU cooler

4- remove a few PCI slot covers to help air flow

5- put hot running hdds at the top of the case

6- clean everything from dust

Have you tried turning it off and on again?
