Am I incorrect in assuming that the H110 chipset only supports PCIe 3 x6?

no, these lanes are extra lanes for the other pci-e 1x slots, all boards will come with a full physical and electrical pci-e 16x slot.

I am currently in the process of building a budget mITX pc for a friend.

This build is mostly for office work (checking email, writing documents, etc.) with the possibility of light gaming in the nearish future.

Due to price and current motherboard offerings from Asus (#asusmasterrace) it looks like i will be forced to go with an H110 board.

I am worried that the 6 available PCIe gen 3 lanes on H110 will be a bottleneck for cards such as the GTX 950 or R9 270.

Is PCIe 3.0 x6/4 (can gpus even run in x6?) enough for low end graphics? or should i get him to raise his budget for a more capable chipset?

For lower end cards pcie 3.0 x4 will be fine.

Could you please tell us which board you intend on using?

Oh. That is a 3.0 x16 PCIe slot. It's literally the best thing available the moment. In fact, even if it was an x8 slot it would still not be a problem for the mighty Gtx 1080, let alone those humble GPUs...

But to answer your question, they would be fine even with 3.0 x4
