Essentially this. There are region locked consoles, and then there are region locked games and keys. You don't have to be in the region to play the game or anything stupid, but you do need a console with the bios of that region to be able to play games of that region. With keys, I don't think you can redeem them unless you're in that local.

so i have to change the region from my console to play that ? and is it safe ?

No, the region for both the game and the console needs to match. This means if you want to play a game purchased in america you need a console purchased in america. If you want to play a game from japan you need a console from japan. Unless you are importing your games or consoles from other countries you don't need to worry about it.

With consoles it works like said below. With PC its taken from you ISP's host address (physical location of link point ). In order to play region locked PC game, you need to use VPN to change location.
