I have an i5 4460

So I just launched a game and I was only getting 30fps rather than my usual 60fps.

I looked into it an my CPU usage is remaining at about 25% with a clock speed of 2.5Ghz rather than the rated 3.4Ghz Boost.

 

My GPU remains at 99% usage so it's clear that my CPU is the problem.

Temps of the CPU remain under 45 degrees so thermal throttling is not the issue.

 

Any ideas?

Offhand, I'd say that your CPU wasn't properly configured in the BIOS. Why it would do that and then fix itself is a bit of a mystery, though. Perhaps one or two connections are iffy on the CPU socket. If it happens again you might try wiggling the CPU cooler to maybe seat the CPU better.

Or, it could be some sort of "thermal fault" that clears up when the motherboard warms up.
