X99 Not Responding

Ended up Dead MOBO. Which is fine because i ended up with a ASUS ROG strix X99. 

I have a gigabyte X99P SLI MOBO with an 6800K CPU. 16GB of EVGA superclocked DDR4 RAM. EVGA 850GQ PSU and an MSI armor 1070. So the issue is that when powering up I hear clicking from the MOBO speaker and then a long continuous shot beeps from the speaker. MOBO ends up in loop. no Post to activity to screen. When i looked up bois beeps, says that it was PSU failure. I swapped it out with one I know works. and no improvement. any help would be appreciated. Sounds like DOA MOBO but trying to see if there is anything I can do. P.S I Cleared CMOS a few times.

what's a long continuous shot beeps? did you misspell that? is it one long or one long followed by short?

sorry just woke up =] yes continuous short beep. and I meant that it beeps for like 10 seconds before restarting.

try booting from a usb drive a remove your hard drive possibly?

usually it's either power failure or bad CMOS, can you count how many beeps it does before rebooting?

are you sure the power is connected? like for example your PCI-E power? and EPS power?

Like I said. according to Gigabyte the beeps ment failed PSU, however, I already swapped it out with one i know works and there was no improvement. and yes ive cleared Cmos a few times.

I mean I have the 24pin, and the 8 pin cpu and the power for the GPU connected.

MOBO is out on top of box, gpu was out, only thing on the board was CPU, CPU power, 24pin power, and ram. (w/o ram it just turns on and off) read the manual the ram is in the right slots.
