ANYWAY ive solved my problem lol turns out i was thermal throttling i looked at my temps in my bios and it said i was running at 70 degrees just in the bios so i cleaned out the whole pc cleaned all the fans and stuff and now im running fine benchmarks and games run perfect overwatch on high settings perfect lowest frame drop was 55 and i average about 68 to 70

Ok so ive made this post a bunch of times but i feel as if this would be the best evidence and examples and information need so i have fps problems like crazy my specs are here http://www.userbenchmark.com/UserRun/1249315 you can get a idea of the preformance and her is a benchmark of unigine heaven on high settings with the fps im getting http://prntscr.com/bhjz9c my problem is in games i run them like crap like i tried this game creativerse on steam my pc should have no problem i struggle to get over 60 fps sometimes i get above 60 but most of the time im below 40 to 30 i get massive drops and stutters i also tried overwatch i tested this game on the lowest possible settings there are even the resolution to the lowest and still on my system i struggle to stay above 60 with major drops to the 30's and 40's so im at a loss on what the problem is for the record i reinstalled windows 10 re downloaded all the drivers updated my bios so im lost if anyone can help i would appreciate it also i can provide screenshots of my pc setting nvidia control panel whatever is needed

Any idea how hot the CPU and GPU are running at?

Thanks maybe you are getting bottlenecked by the CPU.

 

Also try uninstalling then reinstalling older drivers, nvidia may have messed something up.

The punctuation situation is another serious problem besides your PC.
