You can skip the cooler, 7860K comes with Wraith IIRC.

So my dad would like to upgrade to a brand new computer to surf the web on. So I planned one out for him, and when I showed him the plans I started talking about my computer and how I want to upgrade my Motherboard, so he had the idea of just using my motherboard for his computer. My current motherboard is the Asus z170-a therefore I need a skylake processor for him. So this is the build  http://pcpartpicker.com/list/KZBJxY Should I change Anything? or is this okay? Remember all he does is surf the web and download things, he is no gamer.

wait why does he need this kinda rig when he's just surfing the web? i understand the z170(don't understand why you need to upgrade it) but the rest of the rig?

This is way over what he needs, you can have a $500 igpu mini ITX build for him.

as literally everyone else said, he doesn't need that crazy rig, he can go with something for less than half the price and it'll still be overkill.

No it isn't. Give him 8 gigabytes of ram, but really, $400-600 would would be an overkill for web browsing.

I would say put the most money into making it an all SSD system unless he really needs 4tb of storage. My rec would be keeping your board (unless you're going to x99 what benefit will you get from upgrading it). Any skylake i5 is as much as he will need for the next 5 years. Sure, a noctua cooler lets you run it quietly which is nice, I suppose but you can really use anything there. 8gb of RAM is what I would suggest because you can always upgrade it. For a PSU you can go for a 430 or 500w. Maybe try making a mini-itx Node 202 (or similar sized case) build?

i5 is overkill if you ask me. Even an i3 is more than enough for internet browsing. That or an APU system for the extra hardware acceleration should he need 4K playback.

Skylake does 4k hardware decode for h.264 and h.265 pretty well. I agree about the i3 but would not go APU for power draw/heat. On an i3 with a decent cooler it would be pretty much silent (could be on an APU too, but why?

8370 is fine. Comes with what is essentially a free 212 EVO and performs like an i5 6500 in MC/DX12

The APU (specifically 7890K) has more horses and already comes with a 212-EVO equivalent so it runs quiet and cool. Power difference is 30W so that is negligible. Or he could wait for Bristol Ridge

You should cut back on the processor and z170 and go with a locked CPU since he is just browsing and wont be overclocking
