What is it? Is the Xbox one s it or no?

No.

The XBOX One S is the XBOX One Slim. It's identical hardware (CPU/GPU in the form of the APU is the same with the original), with a more efficient and physically smaller PSU, and a larger HDD, all in a smaller slimmer case. The XBOX One Slim also features a 4K UHD Blu-Ray player for playback only.

Project Scorpio is essentially the XBOX "1.5" if you will. Games will be released once and will work on both, you'll just get more performance on the Scorpio. The Scorpio has a 6 TFLOPs GPU inside, which we can roughly assume is some sort of Polaris APU (Possibly with the same Jaguar CPU cores, or possibly with Zen cores, since it's not out until 2017). The Scorpio will feature 4K gaming capabilities - though do not expect every game to be 4K capable. Some devs may opt for 1080p60 with much more demanding graphics instead.

The S model also has no kinnect port (it requires a $50 box to connect a Kinnect to it) and has some new Bluetooth connectivity for the pads meaning S pads can connect to any device (Windows, Raspberry PI etc) using a standard Bluetooth adapter.
