I rewally want to know why my gpu isn't boosting as high as it should. I set the fans to 40% and I had 70-75 degrees nowhere close to thermal throtteling and i only got 1327MHz. I should get 1392MHz

Put your fans at, say, 70%. And increase the power limit. This should solve it.

I believe that the temperature is too high for it to boost up any more.

Ryzen 5 3600 stock | 2x16GB C13 3200MHz (AFR) | GTX 760 (Sold the VII)| ASUS Prime X570-P | 6TB WD Gold (128MB Cache, 2017)

Samsung 850 EVO 240 GB

138 is a good number.

Before I had 83 degrees and it was boosting to 1392MHz same card

Try setting the fan speed higher and see if it's hitting the power limit.

Drivers? Honestly, I wouldn't worry about the difference - it is negligible.

I thought you meant voltage and it boosts up to 1380MHz with 124%

I don't think that 124% is a good percent.. Try it stock without any modifications. 100% power limit.

I get 1342MHz with 100% so why not 124%?

You might kill your card I would assume.

ill try 110% maybe my card just needs more power

If 124% won't work, 110 won't work if it needs more power.

What do I do then?

As I said earlier, try 100% to see if it works. If not try 101% and so on until 105% I would say. If not, it's defiantly not a powe issue. Also try restarting your computer.

It doesnt want to boost on 100% to 1392MHz like it should
