If he's willing to fine tune settings in an OC software, the 980 ti is faster than the 1070. Maxwell has LOTS more OC headroom and gains vs Pascal so far, and all these comparisons I've seen of benchmarks show reference 980 ti or titan X against the 1070, the Reference maxwell cards are atrociously clocked out of the box.

You can still OC the 1070. And fine tuning OC settings is tedious work and probably most people do not deem the effort to be worth it. Plus it still depends on silicon lottery, you could get a crap chip and it will never OC this high.

The OC headroom on the 1070 is less than the 980 ti is what I'm saying, 1070 already seems to go pretty neck and neck with the 980 ti. Aftermarket 980 ti are already much quicker than reference.  Reference 980 ti can gain ~20-30% from a good OC, and it doesn't seem like Pascal is getting the same % increase.

For about $100 more, you get a new gpu, which is always a more safe buy than used and you also get better performance out of the box, which is probably better for an average user. I'm not sure if OP is willing to play around with fine tuning OC settings to really squeeze the performance out of 980ti.
