just light gaming and everyday use...I would prefer IPS.This monitor is PLS. Which i dont have any experience with

The monitor you linked actually uses a TN panel not PLS. https://www.asus.com/Monitors/PB277Q/specifications/

The 75hz is gonna help when gaming but i would also prefer an IPS panel.

I would take the monitor @ssguinshowed, the PB298Q. That one uses an AH-IPS which should provide better colors and the wider aspect ratio will give a more immersive experience with games and movies that support it.

Have never owned a 1440p monitor but i have used DSR and from my experience you'll see the biggest changes around thin objects like fence, grass or poles. They'll look better and the pixel crawl when walking past them won't be as noticeable.

EDIT: I should mention that i prefer trading higher frame rate for lower resolution.

It will be difficult to fit all your criteria in that budget, the U2515H is the closest I'd recommend, it's 25" but meets all your other requests (except response time but that's a meaningless number).
