I have the texture settings set to High, and my VRAM isn't maxed out (peaks at around 2.5gb, while my card can do up to 3.5gb). I even do 60 fps easy. but for some reason textures do not load in properly. so they end up in a pixelated mess. it doesn't always happen but it happens often. Anyone else having this issue?

I had this issue with Bioshock Infinite at 4K on my GTX 580, i have 3GB version and it was barely using 1GB Vram.
