R9 390?

My friend is very eager to get into pc gaming, all he needs is a gpu. He wants to get a gtx 1070 (one for $379) but doesn't have the patience to wait for the board partners to come out. if he bought an r9 390 off newegg or amazon, could he just return it a a couple weeks later no questions asked? what should he do.

He'd have to check the return policies of each site before he makes a decision. They have limits on how long you have to return the item and most have hefty restocking fees. Those restocking fees are a chunk of money he would spend that he wouldn't get back so he has to make sure to know that going in.
